5G Expected to Contribute $10 Billion to Africa's Economy by 2030

"Mobile connectivity is a key driver of digital transformation and socioeconomic growth in Sub-Saharan Africa," according to GSMA's annual report on the state of the Sub-Saharan Africa's mobile economy. The report points out that "Governments and businesses are increasingly using 4G and 5G networks alongside technologies such as AI and IoT to enhance productivity and service delivery. Despite growing demand for mobile, a significant usage gap persists. This underscores the need for efforts by operators to address the barriers to mobile internet adoption, such as device affordability, online safety and digital skills."

The report's key findings include:
  • Persistent Usage Gap: Mobile internet penetration in Sub-Saharan Africa reached 27 percent by the end of 2023, yet a substantial usage gap of 60 percent remains. This gap represents millions who live within network coverage but face barriers such as device affordability, digital skills deficits, and concerns around online security. Globally, 3.1 billion people – 39 percent of the global population – are impacted by the usage gap. Sub-Saharan Africa is the least connected region, with the largest usage gap worldwide.
  • Expanding 4G Coverage and Early 5G Growth: The region's 4G adoption is forecast to reach 50 percent by 2030, overtaking 3G as the primary technology. Although 5G adoption remains in its early stages, it is projected to reach 17 percent of total connections by 2030, primarily in South Africa, Nigeria, and Kenya.
  • Economic Impact and Infrastructure Needs for 5G: By 2030, 5G alone is expected to contribute $10 billion to the region's economy, accounting for 6 percent of the mobile sector's total economic impact. GSMA's report emphasizes the need for progressive spectrum policies, particularly the release of mid-band spectrum, to support long-term growth and equitable digital access. Additionally, 5G Fixed Wireless Access (FWA) is gaining traction as a primary broadband solution in countries such as Angola, South Africa, Nigeria, Kenya, Zambia, and Zimbabwe, addressing demand for high-speed connectivity in underserved areas.
  • Strengthening Digital Security: South Africa became the first country in Sub-Saharan Africa to implement GSMA Open Gateway APIs, focusing on fraud prevention and security with Number Verification and SIM Swap APIs. This initiative is part of broader efforts across the region to improve digital security, particularly within digital banking​.
  • Generative AI Potential: Generative AI is expected to contribute up to $1.5 trillion to Africa's economy by 2030, with mobile operators increasingly using AI for customer engagement and network optimization. MTN and Vodacom, for instance, are deploying AI-powered initiatives to enhance operational efficiency, although the region faces a shortage of skilled AI professionals.

Through this report, the GSMA, a UK-based organization that aims to unify the mobile ecosystem to discover, develop and deliver innovation foundational to positive business environments and societal change, advocates for a series of critical actions to ensure sustainable growth and digital inclusion:
  1. Affordability Reforms: High costs remain a barrier to mobile access, with the report calling for reduced taxes on the sector, such as lowering import duties on handsets and cutting activation fees, to make services affordable and accessible for all.
  2. Revitalized Universal Service Funds (USFs): Many USFs in Sub-Saharan Africa are underperforming, often hindered by inefficiencies. The report calls for reforms to improve transparency, streamline disbursements, and direct funds toward impactful initiatives, such as digital literacy programs in underserved areas.
  3. Progressive Spectrum Policy: With increasing data demands, the report urges governments to release additional spectrum, particularly in the 6 GHz band, and to adopt policies that ensure efficient, affordable, and environmentally sustainable mobile network expansion.

With respect the mobile technology's contributions to the UN Sustainable Development Goals (SDGs), the report says the industry "contributes to SDG 4, which seeks to ensure inclusive and equitable quality education, and promote lifelong learning opportunities for all. Digital transformation is making learning resources more accessible, enhancing educational outcomes and supporting continuous learning. By bridging gaps in education access and improving the quality of education, mobile technology is fostering a more inclusive society."

The Role of Mobile Technology in Driving Digital Transformation of Ethiopia's Economy

"Digitalization of the economy is a key driver of economic growth and government revenue" in Ethiopia, according to a report published by GSMA, a UK-based organization that aims to unify the mobile ecosystem to discover, develop and deliver innovation foundational to positive business environments and societal change. The report adds that digitalization "also supports socio-economic development and offers a path towards shared prosperity. By leveraging digitalization opportunities, the Government of Ethiopia can achieve sustainable economic growth and structural changes."

The report's additional key messages include:
  • "Adoption of digital technologies across both public and private sectors can impact on economic growth. It can increase agricultural productivity, improve access to global value chains (GVCs) and increase efficiency of government and public services. Access to emerging technologies such as artificial intelligence (AI) and cloud computing are desirable as drivers of digital and financial inclusion which in turn supports human development."
  • "Digitalization, including the telecommunications sector reform program and the introduction of mobile money, is a key part of the Ethiopian government's Homegrown Economic Reform Agenda (HGER) since 2019 and implemented under the 2021-2030 Development Plan, the Digital Ethiopia 2025 strategy, the Communications Service Proclamation No. 1148/2019 and the National Bank of Ethiopia's (NBE) strategic plans.

As explained by the report's authors, "In the five years since the launch of Digital Ethiopia 2025 and the start of the telecommunications reforms, the number of people covered by 3G networks has increased by 50%, while coverage of 4G networks has increased by 8 times. This study identifies further opportunities and quantifies the economic value of adopting digital technologies across Ethiopia's economy. It determines how these opportunities can be unlocked through policy reforms, particularly focusing on the key role that the mobile telecommunications sector and mobile money services plays in supporting the process of digitalization."

Regarding policy recommendations, I concur that "Policy reforms must balance short-term objectives with long-term investment and development to realize the full potential of digital transformation in Ethiopia. Reaping the wide-ranging benefits of digitalization will require bold actions to support demand, reduce the cost of supply and promote a policy environment that supports investment."

What is more, "The economic and social value of digital and emerging technologies relies on mobile networks as the backbone of digitalization of the economy and the mobile sector is best positioned to partner with the government to develop a mission-oriented public policy that can catalyze innovation across multiple sectors in the economy."

The report concludes with the identification of  five areas of policy recommendations that the government, the Ethiopian Communications Authority, NBE, and other relevant authorities could undertake to support the development of the mobile telecommunications sector, mobile money services, and the wider process of digital transformation in Ethiopia:
  1. Telecommunications reform implementation: Fair and timely implementation of the telecom reforms agenda to enable Digital Ethiopia transformation and inclusion objectives.
  2. Industry sustainability and investment: Support industry sustainability and development through investment and tax incentives, including reduce or remove customs duty and other costs on mobile devices to improve affordability and reduce the usage gap.
  3. Licensing, spectrum, and regulatory fees: Ensure affordable and predictable licensing, spectrum, and regulatory fees to encourage investment and densification of existing networks, rollout of new generation networks and improve affordability of services.
  4. Mobile money and payments: Discourage distortive taxation on emerging mobile money services, and continue implementing regulatory reforms to enable digital financial strategy and inclusion objectives.
  5. Demand-side policies: Support demand by continuing implementing digital government and digital ID programs, and incentivizing adoption of digital technologies by consumers and firms.

Driving Kenya's Economic Growth Through Digitalization

In a press release announcing the publication of a report focusing on the drivers behind the digital transformation of Kenya's economy, the GSMA, a UK-based organization that aims to unify the mobile ecosystem to discover, develop and deliver innovation foundational to positive business environments and societal change, said: "Kenya's digital economy will contribute KSH 662 billion to GDP by 2028. This growth, driven by strategic policy reforms, will accelerate digitalization in critical sectors such as agriculture, manufacturing, transport, and trade. In addition to these advancements, the report forecasts the creation of 300,000 new jobs and an increase in tax revenues by KSH 150 billion."

What is more, "To sustain its economic momentum, diversify the economy, boost productivity, and create high-quality jobs – particularly for young and rural populations – Kenya is focusing on digitalization as a key driver of economic growth, government revenue, and socio-economic development."

Below are the report's key messages:

The report also "identifies a series of policy recommendations that, if implemented, will close the internet usage gap from the current level of over 64% of the population to 51% in 2028. This would result in 49% of the population of Kenya being connected to the Internet, equivalent to over 10 million additional people." The four priority policy reforms are:

1. Tax restructuring in the telecommunication industry to purposefully drive usage.
2. Implementing policies and programs to improve device affordability.
3. Ensuring a sustainable and predictable investment environment. This includes:
  • Supporting financial sustainability through tax deductions against spectrum payments,
  • Reducing the cost of energy to power infrastructure,
  • Adopting a favorable spectrum pricing model, and
  • Accelerating the license renewal process.
4. Supporting productive use of digital technologies by businesses across economic sectors, with targeted policies to improve digital skills and human capital, support MSMEs and start-ups and prioritize context-appropriate technologies and local needs.

The report's authors importantly point out that "These policy reforms have the potential to make a significant contribution to Kenya's economic objectives, including economic transformation across important sectors such as agriculture and manufacturing." Kenya has firmly positioned itself as a leader in mobile financial services and digital innovation. Following the development of information and communications technology sector in Sub-Saharan Africa for over 30 years, I appreciate how GSMA's study outlines the economic benefits of expanding digital adoption and provides a roadmap for maximizing these gains through targeted policy actions.

A Roadmap to Ensure That Every Citizen in Zambia Benefits From the Digital Revolution

My colleague, Aze Malawo, who leads the operations in Sub-Saharan Africa for Global Tactics, an multinational advisory firm that helps clients understand how the world is changing, and how that creates opportunities to be seized and risks to be managed, splits her time between Washington, DC and her native Zambia. Since my first meeting Aze in the mid-2000s, I have heard about the beauty of the southern African nation and the business opportunities that exist in several sectors including the information and communications technology sector.

It was, therefore, with great interest to read a report published by the GSMA, a UK-based organization that aims to unify the mobile ecosystem to discover, develop and deliver innovation foundational to positive business environments and societal change, highlights how "the digitalization of the economy is a key driver of social and economic growth in Zambia." According to the report, "By taking advantage of the opportunities offered by digitalization, the Government of Zambia can deliver on the development objectives that it has defined and achieve sustainable economic growth."

The report's key findings include:
  • Adoption of digital technologies across both public and private sectors accelerates economic growth by promoting innovation and investment. It increases productivity across all sectors of the economy, improves access to global value chains (GVCs) and improves the efficiency and transparency of government and public services. Moreover, access to emerging technologies such as mobile money, artificial intelligence (AI) and cloud computing are desirable as drivers of digital and financial inclusion which in turn supports human development.
  • This study identifies opportunities and quantifies the economic value of adopting digital technologies across selected sectors of Zambia's economy. Accelerated development of the digital economy would benefit both the Government of Zambia and the country's citizens in multiple ways. Economic growth would raise incomes, create jobs and raise tax revenues. Digital technologies would also provide direct benefits through enhanced access to information, productivity-enhancing technologies and improved educational outcomes.
  • Mobile connectivity and mobile money both play a key role in digitalization. Mobile broadband connectivity provides the foundation for the digitalization process. Mobile money is also critically important, providing individuals and businesses an accessible and efficient route to financial inclusion.
  • The mobile telecoms sector in Zambia has made steady progress in recent years but there remain significant challenges. These challenges include expanding access and increasing adoption of digital services, particularly among low-income households and in rural areas. This will require further network rollout and upgrades, support to ensure that devices and services are affordable for everyone and boosting adoption through stimulating demand for digital services.

The report importantly points out that "[p]olicy plays a critical role in the future development of the digital economy in Zambia. The growth and development of the digital economy is strongly influenced by policy and regulatory decisions taken by the government." The GSMA says its "study identifies how opportunities for economic growth and development can be unlocked through policy reforms. Overcoming the challenges facing the sector will require bold policy initiatives on the part of government to stimulate demand, reduce the cost of supply and promote investment in mobile telecoms networks and in mobile money services."

GSMA's report also "identifies a series of specific policy recommendations that, if implemented, would increase the number of internet users in Zambia by 2.1 million by 2028. This would reduce the internet usage gap by 9 percent points."

The priority policy reforms include:
  • Reducing sector-specific taxes and fees on mobile telecoms services
  • Reducing operating costs and improving the financial sustainability of the mobile business
  • Modernizing the tariff regulation regime, to provide more certainty for operators
  • Lifting restrictions on mobile money charges and removing the mobile money levy
  • Stimulating additional demand for mobile telecoms services

If adopted, these policy reforms "will help Zambia to achieve its economic development objectives, including economic transformation across important sectors such as agriculture and manufacturing. The potential macroeconomic impacts are summarized below in Figure 1."

In a press release issued by the GSMA, Angela Wamola, Head of Sub-Saharan Africa for the UK-based organization, said: "The Zambian government has demonstrated strong commitment to digitalization through its National ICT Policy 2023 and the Eighth National Development Plan. Now, more than ever, collaborative action between the government, industry, and stakeholders is needed to create the enabling environment for digital transformation. The future of Zambia lies in digital connectivity. With the right policies, we can close the digital divide, empower communities, and unlock new economic opportunities. The Zambia Digital Economy Report provides a clear roadmap to ensure that every citizen benefits from the digital revolution. Now is the time for bold action."

Representatives From Nigeria's and Ghana's Financial Sector Learn About U.S. Cybersecurity Solutions

Sponsored by the U.S. Trade and Development Agency (USTDA), which helps companies create U.S. jobs through the export of U.S. goods and services for priority infrastructure projects in emerging economies, I attended the "Nigeria and Ghana Financial Sector Cybersecurity Solutions Networking Lunch" in San Francisco, Calif. on February 13th, 2024. This event, which was part of USTDA's Nigeria and Ghana Financial Sector Cybersecurity RTM (reverse trade mission), provided an opportunity for U.S. companies to hear firsthand from the delegation of Nigerian and Ghanaian business leaders about upcoming business opportunities and to meet one-on-one with delegates to present their cybersecurity services and solutions.

The delegation was interested in procuring products, technologies, and services from American businesses in the following areas: cyber resilience and risk management systems, electronic payments and digital processing, threat intelligence and fraud prevention, and network monitoring and data protection. I had engaging discussions with the delegates about the state of financial services sector in west Africa, the growing threat of cybersecurity, and efforts being made to train the local population to tackle the challenges and seize the opportunity to digitalize Africa's economy.

As an observer of the digitalization of the African continent, this event carried significant importance in light of the Digital Transformation with Africa (DTA) initiative, which President Joe Biden launched to expand digital access in Africa and increase commercial engagement between U.S. and African companies, support increased digital literacy, and strengthen digital enabling environments across Africa. The DTA channels the collective efforts of U.S. and allied government and private sector partners to advance these aims across three pillars including digital economy and infrastructure, human capital development, and digital enabling environment.

The DTA is part of USTDA's Access Africa initiative which supports quality information and communications technology (ICT) infrastructure across Africa. By working with the public and private sectors across the continent, Access Africa brings together critical stakeholders and designs targeted programming to advance inclusive, secure and sustainable connectivity. In addition, Access Africa partners individually contribute to the identification and implementation of USTDA activities that support Africa's ICT sector, including technical, regulatory, institutional and procurement assistance. Lastly, Access Africa provides lasting framework for Africa's public and private sector to partner with trusted U.S. providers and establish ICT relationships that are built to last.

According to the USTDA, as a leading developer and deployer of cybersecurity and data protection solutions, the U.S. private sector is well-positioned to become an essential partner in fortifying network infrastructure in emerging economies' financial sectors. U.S. firms are at the forefront of network monitoring, data analytics, vulnerability detection, artificial intelligence, and blockchain applications. Across Africa, the banking sector has been heavily targeted by cybercrime, with losses of $248 million to malicious cyber activity in 2021.

I appreciate how USTDA's Nigeria and Ghana Financial Sector Cybersecurity RTM allowed public and private sector decision-makers the opportunity to meet with U.S. entities engaged in developing and deploying cybersecurity solutions in the financial sector; establishing policies and regulations; and implementing best practices. The delegates learned about innovative U.S. technologies, financing mechanisms, and best practices to combat cybercrime in the banking sector.

ITU Report: Internet More Affordable and Widespread, but World's Poorest Still Shut Off From Online Opportunities

In its latest annual report measuring digital development, the International Telecommunication Union (ITU), the United Nations specialized agency for information and communication technologies (ICTs), says an estimated 5.3 billion people of the earth's 8 billion are using the Internet in 2022, or roughly 66 percent of the world's populations. However, the gender digital divide continues to exist as only 63 percent of women were using the Internet in 2022 compared to 69 percent of men. "This means there are 259 million more men than women using the Internet in 2022," the report notes.

The ITU also finds that youth aged 15-24 years are the driving force of connectivity, with 75 percent of young people worldwide now able to use the Internet.​ The report encouragingly points out: "There are signs that the generational gap is shrinking. In 2020, the difference between the penetration rate among young people (71 percent) and the rest of the population (57 percent) was 14 percentage points."

What is more, "In all regions of the world, people aged between 15 and 24 are more connected than people who are older or younger than that. Universality, defined as more than 95 percent Internet use, has already been reached in this age group in high-income and upper-middle-income economies. The biggest gap in relative terms is observed in low-income economies, where 39 percent of young people use the Internet, compared with only 23 percent for the rest of the population."

With respect to mobile subscriptions, the report says almost three-quarters of the global population aged 10 and over now own a mobile phone. "Internet use is becoming as ubiquitous as mobile phones. Accordingly, the number of mobile-broadband subscriptions is rapidly approaching the level of mobile-cellular subscriptions, which is plateauing."

Despite the ubiquitousness of mobile phone use, "low levels of ICT skills hamper progress to universal and meaningful connectivity," the report importantly notes. "A low level of ICT skills is one of the main barriers to achieving universal and meaningful connectivity."

As for the affordability of ICT services, the report finds that global median price of mobile-broadband services dropped from 1.9 percent to 1.5 percent of average gross national income (GNI) per capita. However, the report explains that "the lack of affordability continues to be a key barrier to Internet access particularly in low-income economies, even though this country group witnessed a nearly two-percentage-point drop in the income-adjusted price of mobile broadband services." Furthermore, "A wide gap remains between high-income economies and the rest of the world. Compared to median prices that are paid in high-income economies, the basket costs nearly 10 times as much in lower-middle-income economies and nearly 30 times as much as in low-income economies, after adjusting for differences in GNI per capita."

I appreciate how ITU's annual Facts and Figures report offers an independent and rigorously researched snapshot of the state of digital connectivity worldwide. As Doreen Bogdan-Martin, who was elected as ITU's Secretary-General subsequently after the report's publication, wrote: The report "serves as a key element in global efforts to 'connect the world' and bring universal meaningful connectivity to everyone, everywhere. Accurate data are essential: to be sure our policies and projects are having a real impact on bridging the digital divide, we need to constantly track core connectivity indicators, and drill down into the data to reveal both unexpected sticking points, and surprising successes." She adds that "ITU data are relied upon, not just by the broader UN system, but by governments, the global technology sector, development financing institutions, and the many grassroots organizations working to promote digital inclusion within their communities."

KOTRA Silicon Valley Forum Presents Benefits and Risks of the Metaverse

Under the theme of "The Metaverse is Yours," the Korea Trade-Investment Promotion Agency (KOTRA) in Silicon Valley, a non-profit agency operated by the South Korean government that serves as one of the 127 overseas KOTRA branches worldwide, held its annual convention, K-Global @ Silicon Valley 2022, from Nov. 7th-8th in Santa Clara, Calif. The event started with an information and communications technology (ICT) forum focused on innovation which included discussions about the metaverse and its four key aspects of content, platforms, networks, and devices. After welcoming remarks from Korean dignitaries, the event featured the following keynote speakers:
  • Shilpa Kolhatkar, who serves as Global Head of AI Nations Business Development at NVIDIA, talked about how the metaverse is the next evolution of the internet, the home to connected virtual worlds and digital twins, and a place for real work as well as play. She said NVIDIA's platforms provide enterprises the ability to develop physically accurate, artificial intelligence (AI)-enabled, virtual simulations that are synchronized with the real world. Ms. Kolhatkar also noted that digital twins are transforming industries and scientific discovery, as well as enabling developers, researchers, and enterprises who use them to design, simulate, and optimize products, equipment, and processes in real-time, before ever going to production.
  • Heesuk "Ricky" Kang, Head of Business at Naver Z, discussed how his company's ZEPETO Studio platform features 68 million Studio items sales created by over 2.3 million creators to 300 million users worldwide. Mr. Kang said ZEPETO, which is the fastest growing avatar platform in Asia, is popular among Gen Zs who express themselves while meeting, collaborating, and creating with others.
  • Jason Mayes, Head of Business, Lead Web ML & AL Developer Advocate at Google, focused his presentation on TensorFlow.js, a library for machine learning (ML) in JavaScript. He explained how TensorFlow makes it easy for beginners and experts to create machine learning models for desktop, mobile, web, and cloud. Mr. Mayes added that data can be the most important factor in the success of a user's ML endeavors and TensorFlow offers multiple data tools to help consolidate, clean and preprocess data at scale. I appreciate his assertion that TensorFlow empowers "machine learning for everyone."

The next segment of the ICT Forum focused on a panel discussion. Shawn Flynn, Principal of Global Capital Markets and host of "The Silicon Valley Podcast," moderated an insightful discussion featuring Pouneh Kaufman, Group Project Manager at Microsoft, Ray Wu, Managing Partner at Alumni Ventures, and Sean Jun, Product Manager at XL8. Key points from the moderated session included:
  • The metaverse is an evolution, not a revolution. And it is one that businesses should not ignore.
  • The metaverse may profoundly change how businesses and consumers interact with products, services and each other (i.e., enriching the customer experience and introducing virtual products).
  • The metaverse will help support sustainability efforts by saving both time and resources used to travel to attend meetings, lectures, and social gatherings (I expect the use of the metaverse will help companies achieve their environment, social, and governance goals).
  • The metaverse allows the ability to collect new data on customers.
  • The metaverse will have profound benefits in various sectors including education, healthcare, and e-commerce.

The panel, however, presented a number of risks associated with the metaverse which will require new strategies and methods to build trust. What is more, as with Web 2.0 (the current internet), users of Web 3.0 will need to contend with cyberbullying and harassment issues, as well as identity theft, unauthorized data collection by corporations, and cybersecurity threats from malicious actors.

Lastly, the event featured an expo featuring metaverse and AI-related small- and medium-sized enterprises from Korea that showcased their products, services, and technology. While you can view a listing containing all of the exhibiting companies here, below are a few that I found of particular interest: 

  • Corevalue Ltd. is developing a service that can help everyone manage their health conveniently and easily. Accordingly, a smart camera and telehealth app were developed and the Dr. Clobo brand was launched in August 2020. Its healthcare camera can take detailed pictures of the mouth, ears and nose, and based on this, non-face-to-face medical consultation and health management.
  • Grebt developed a bloodless-based diabetes measurement sensor and diabetes measurement device that eliminates the fear of blood sampling and the pain of blood collection. Its urine glucose meter measures the concentration of glucose in urine and reacts blood glucose in urine. It consists of a strip, a disposable consumable that generates an electrochemical signal.
  • NdotLight is the developer of NdotCAD, a 3D/AR/VR content design tool which allows any users including non-professionals to express and share their imagination in 3D with ease. The company has lowered the hurdle for 3D content creation by making intricate 3D design process easy with increased usability while maximizing output quality by applying advanced technologies. With their 3D engine, they serve enterprise clients also by providing customizable solution to meet any B2B needs.

As we transition into the post-pandemic era, the K-Global @ Silicon Valley event provided a good opportunity to explore the future of the metaverse, AI, and other ICTs. What benefits and risks do you think the metaverse will bring to consumers and businesses alike?

GSMA Report Presents Recommendations for Policymakers to Help Realize Europe's Digital Agenda

In its latest annual report on the state of Europe's mobile economy, the GSMA, a UK-based organization that represents the interests of mobile operators worldwide, says "Mobile networks are vital to economic recovery and realizing green and digital transformation across Europe. Two years into the EU's Digital Decade, the connectivity target of 'Gigabit for everyone, 5G everywhere' has never felt more urgent." The report also notes that "The Digital Europe Program, the Connecting Europe Facility and the recovery funds provided to EU Member States offer an opportunity for operators to partner with governments to improve connectivity across society and drive post-pandemic economic recovery across the region."

While the adoption of 5G is accelerating in Europe, 4G remains remains "the dominant technology across the region, accounting for just over half of total connections by 2025," the report explains However, "4G adoption in Europe will peak in 2022 and then decline." Moreover, "The pace of 5G coverage expansion across Europe will be a key factor in the transition from 4G to 5G. Although 5G network coverage in Europe will rise to 70% in 2025 (from 47% in 2021), nearly a third of the population will remain without 5G coverage. This compares to 2% or less in South Korea and the US."

As for the mobile industry's contribution to Europe's economy and social well-being, the GSMA notes that "In 2021, mobile technologies and services generated 4.5% of GDP in Europe – a contribution that amounted to approximately €760 billion of economic value added." Furthermore, "The mobile ecosystem also supported approximately 2.6 million jobs (directly and indirectly) and made a substantial contribution to the funding of the public sector, with €109 billion raised through taxation. Over the period to 2030, 5G technologies will drive further contributions to the region’s economy, impacting key industries such as manufacturing and public administration."

"As the first industry to have fully committed to the UN Sustainable Development Goals (SDGs)," the report notes that "the mobile industry continues to have substantial positive effects on lives and livelihoods. In 2021, the mobile industry increased its impact on all SDGs, with the average year-on-year increase accelerating compared to 2020. The average SDG impact score across the 17 SDGs reached 53, up from 49 in 2020 and 32 in 2015, meaning the mobile industry is achieving 53% of what it could potentially contribute to the SDGs."

With respect to how European policymakers can help realize the digital agenda, the GSMA points out that "As economies and societies around the world digitalize, the acceleration of 5G in Europe is necessary to ensure that traditional industrial and manufacturing strengths are not dragged down by weaknesses in the ICT sector. With the limitations of existing networks becoming more apparent amid an increasingly distributed workforce, there is also a need to ensure fair and even access for all."

To achieve this, the GSMA says "it is vital to create the right conditions for private infrastructure investment, network modernization and digital innovation. A financially sustainable mobile sector is key to the delivery of innovative services and the deployment of new networks. Policymakers should collaborate with the private sector to stimulate investment in next-generation networks that will form the backbone for Europe's economic recovery by enabling employment, entrepreneurship and innovation while helping achieve essential climate-related goals."

Practical steps that authorities in Europe can take include the following:
  • Rethink competition policy and enforcement in terms of harmonized conditions for investment and doing business.
  • Fairly allocate the costs of network traffic to the largest drivers, to deliver an economic incentive to use network capacity more efficiently.
  • Foster supply-chain diversity and competition, to improve network security and resilience through disaggregation and greater interoperability.
  • Adjust the regulatory framework to enable the data economy to thrive in Europe, by ensuring a level playing field in digital markets, services and taxation.
  • Implement fair spectrum licensing conditions and avoid excessive charges and limited durations of licenses, which can undermine investment.
  • Implement cost-reduction measures and simplification for network deployment to achieve Europe’s Digital Decade connectivity targets.

While I appreciate how the economic contribution of mobile industry continues to expand in Europe, it is discouraging that market dynamics are impeding European 5G progress. As GSMA's press release puts it directly: "Europe’s ambitious Digital Decade goals remain threatened by slower 5G rollout compared to competitor markets" and "tough market conditions are leaving Europe trailing its global peers." On a more positive tone, European operators are "at the forefront of cutting-edge, energy-efficient technologies and the use of renewables, with many already reaching 100% renewable electricity use across their footprints, powering their network infrastructure, data centers and other sites."

Korean Companies Demonstrate Their Innovative Tech Solutions at TechCrunch Disrupt 2022

TechCrunch Disrupt resumed its in-person event in San Francisco from Oct. 18th-20th, 2022. The conference's purpose is to bring together the global startup community to discover insights, collaborate, and celebrate achievements that have defined each founder's journey and for those yet to come in the future. At the invitation of the Korea Trade-Investment Promotion Agency (KOTRA), a state-funded trade and investment promotion agency operated by the South Korean government, I had the opportunity to visit the conference's Korea Pavilion and meet with startup founders and their colleagues. Among the 20 great companies that demonstrated their innovative products and services at the pavilion, which was co-hosted by the Korea International Trade Research Institute (KITRI), there are a few are worth mentioning based on my professional and personal interests (the program book containing a description of all 20 companies may be viewed here).

Cochl created an artificial intelligence (AI) platform specializing in ambient sound recognition. Use cases include public safety (faster response to shooting incidents, vandalism detection for buildings, and violence prevention by scream/yell monitoring), traffic monitoring (automatic car accident report and illegal car honking noise monitoring), and autonomous driving (ambulance and police car siren detection for giving right-of-way action and car window break monitoring). Another valuable use case is in the defense sector by using smart glasses with gunshot analysis, submarine and torpedo type analysis, and surrounding environment monitoring with unmanned ground vehicles.

Dabeeo provides global geospatial information based on AI/ML (machine learning) technology by reading and interpreting the earth to help customers build or modify digital maps. Its STUDIO for maps is a SaaS platform that makes creating, editing, and managing map data convenient and intuitive to use. This website provides several examples of how retailers, showrooms, factories, stadiums, and exhibition centers are using the cloud-based platform.

TheWaveTalk developed a technology that uses laser multi-scattering and deep learning to measure foreign substances in water with great precision. Through the technology, they developed a home water quality meter called the WaTalk, which scatters light inside the water using a laser and analyzes small signals of fine particles such as bacteria, virus, organic pollutants, and microplastics to determine the degree of contamination. The company says its product is 20-50 times cheaper than professional measuring equipment.

Willog
 is simplifying the complex cold chain industry. (A cold chain is a low temperature-controlled supply chain network.) The company's patent-based monitoring device collects various data during the entire logistics process, and displays it on a QR code. Willog's data monitoring device, the One Time QR (OTQ), which can be placed on vehicles, shipping containers or pallets, allows instant confirmation of temperature records by scanning the QR code with a smartphone camera and does not require other training or equipment. Effective field operation response is possible without extra time or procedures spent between the driver and the personnel to check the temperature. Where the device cannot be physically retrieved, Willog's OTQ-N uses near-field communication (NFC) to facilitate logistics monitoring within a flexible environment.

While KOTRA provides a useful service in the promotion of trade and investment with 128 Korea Business Centers located in 84 countries, the agency also facilitates global people-to-people exchange and technological exchange. I appreciate having the opportunity to meet with ambitious startup leaders who are building companies that improve the way we live, work, and play.

China Will Be Home to 892 Million 5G Connections in 2025, Says GSMA Report

"Since the initial outbreak of Covid-19, mobile networks have been instrumental in providing the reliable connectivity needed to sustain social and economic activities," the GSMA says in its 2022 report on China's mobile economy. While the GSMA published its report prior to the spread of coronavirus that is gripping the country, the UK-based organization, which is unifying the mobile ecosystem to discover, develop and deliver innovation foundational to positive business environments and societal change, adds that Chinese "operators have harnessed their networks to support frontline healthcare efforts to curb the spread of the virus, including the use of 5G-powered remote patient diagnosis. In this sense, the pandemic has presented a testing ground for an array of 5G-enabled solutions, further demonstrating the benefits that the technology can bring to society."

Available in English and ä¸­æ–‡, the report explains that "[b]y the end of 2021, over 1.2 billion people subscribed to mobile services in China, equivalent to 83% of the population. While this places China among the world's most developed mobile markets, unique subscriber growth is slowing. Nevertheless, smartphone adoption and mobile internet usage continue to grow steadily as operators focus on expanding access to digital services such as video. Increasing engagement with bandwidth-hungry applications will drive the rise in data traffic, which is set to grow by almost 3.5× by 2027."

With respect to the Chinese mobile ecosystem looking to frontier technologies, the report importantly notes: "The metaverse – broadly defined as myriad virtual environments blended with the real world to enable immersive user experiences – is receiving huge interest around the world. This emerging phenomenon is being explored by tech firms across China, as well as mobile operators, which could use 5G as a main pathway to engage in this space." What is more, "Operators are looking to combine best-in-class telecoms networks with frontier technologies to make an impact in key sectors, including manufacturing and mining."

According to the GSMA, "4G adoption peaked in 2020 and fell throughout 2021 as consumers increasingly switched to 5G packages. Due to the rapid take-up of 5G in China, the region is one of the global leaders in terms of 5G adoption." Companies developing services utilizing 5G technology will appreciate that "As consumers signal relatively strong upgrade intentions, GSMA Intelligence expects that China will be home to 892 million 5G connections in 2025 (representing 52% adoption)."

On the topic of the mobile industry continuing to tackle digital exclusion and social challenges in China, the report asserts: "Mobile operators play a key role in efforts to achieve the UN Sustainable Development Goals (SDGs), primarily by delivering the connectivity that enables access to life-enhancing services and tools, and providing a platform for industrial transformation. As a consequence of operators' heavy network investments, more than 1.04 billion people in China now use mobile internet services. This figure is expected to increase by a further 146 million by 2025, reducing the proportion of unconnected people to 20% of the population."


Lastly, "During the Covid-19 pandemic," the GSMA says "society has relied heavily on communications and digital technologies, which have acted as a lifeline for citizens, businesses and institutions. In a post-pandemic world, supportive investment-friendly policies will be fundamental to stimulating telecoms infrastructure build-out, which will be a central pillar of economic recovery and future crisis resilience." I support the assertion that "As countries bring the pandemic under control, a top priority for governments will be to drive economic recovery, promote sustainable growth and increase resilience to future shocks. Advanced connectivity will be crucial to realizing this objective, for instance by enhancing productivity and efficiency through 5G- and IoT-enabled digital transformation of industries."

While a post-pandemic world is not arriving as quickly as Chinese officials planned, corporations and entrepreneurs alike are continuing to develop innovative cloud, big data, IoT, AI, blockchain, and security solutions.

GSMA Presents Recommendations to Asia Pacific Policymakers for How To Accelerate Investment and Innovation for a Digitally Inclusive Society

Following from the previous post about GSMA's 2021 report about China's mobile economy, the UK-based organization that represents the interests of mobile operators worldwide, also produced a similar report focused on Asia Pacific's mobile economy. For the purposes of Asia Pacific report, the GSMA clarifies that "industry data and analysis does not include Greater China (mainland China, Hong Kong, Macao and Taiwan), as opposed to previous editions of the report. As a result, the aggregate regional data in this report is not directly comparable with previous reports. Industry data and analysis for the Greater China region are presented in The Mobile Economy China 2021 report."

In explaining how the mobile industry responded to the Covid-19 crisis in the Asia Pacific region, the report importantly says the industry was "particularly instrumental during this period and will be even more integral to the way people live and businesses operate post pandemic." What is more, "Across Asia Pacific, [mobile] operators are using the exceptional scale and utility of mobile networks and services to facilitate innovative digital solutions for large and small enterprises in line with Industry 4.0 objectives. In particular, 5G and IoT will play key roles in the implementation of digital transformation projects across different industries."

The report also presents the following key points:
  • 1.8 billion people in the Asia-Pacific region will subscribe to mobile services by 2025, representing 62% of the region's population. India will account for more than half of new subscribers.
  • 14 percent of total connections will be running on 5G networks by 2025. This is marked by significant 5G-related activities in several new markets, including India, Indonesia and Malaysia.
  • $860 billion economic value added generated by mobile technologies and services by 2025. Countries in the region increasingly benefit from the improvements in productivity and efficiency brought about by the increased take-up of mobile services.

On the topic of policies to enable digital advancement, the GSMA correctly notes that "The pandemic has emphasized the need for connectivity and the critical role of mobile technology. As Asia Pacific continues to deal with, and ultimately emerges from, the pandemic, connectivity will be crucial to rebuilding economies and making them more resilient to future shocks." Furthermore, "5G networks, cloud services, edge computing, AI, big data and IoT will all play a key role in realizing the full potential of a post-pandemic digital economy."

I support GSMA's assertion that "Now is the time for governments to reassess the business and regulatory environment for mobile services in order to accelerate investment and innovation for a digitally inclusive society." Steps policymakers should take include:
  • cultivate an enabling regulatory environment to bolster connectivity, which in turn supports digital transformation and innovation
  • adopt policies that facilitate infrastructure deployment and create a sustainable investment climate
  • create safe and trustworthy internet environments as more people come online
  • establish an effective spectrum policy that allows for timely and transparent allocation of harmonized spectrum to meet future connectivity demand.
"Actions taken today by policymakers should be seen as an investment into future economic growth, societal development and technological innovation."

While 5G Is Growing in China, GSMA Has Concerns About the Government's Efforts To Impose Data Localization Requirements

In its 2021 report about China's mobile economy, the GSMA, a UK-based organization representing the interests of mobile operators worldwide, notes: "One of the most remarkable contributions of mobile connectivity to mitigate the impact of Covid-19 is the use of advanced and innovative digital solutions to support various response measures. Across China, mobile networks, and 5G in particular, have supported frontline healthcare efforts to stem the rate of infections while also enabling remote business operations to comply with social distancing rules. Indeed, the pandemic has presented a test platform for a wide range of 5G-enabled solutions, further demonstrating the benefits that the technology can bring to society."

Authored by GSMA Intelligence, the research and consulting arm of the GSMA, the report, which is available in English and Chinese, further says the growth of 5G in the world's largest mobile market: "Due to the rapid take-up of 5G in China, the region sits among the global leaders in terms of 5G adoption. In 2020, the region added more than 200 million 5G connections, taking its share of global 5G connections to 87%. Growth in 5G adoption in the China region is supported by aggressive network rollout and a growing device ecosystem."

The GSMA points out that over 80% of the population in China will subscribe to mobile internet services in 2025 and the country is predicted to have over 800 million 5G connections. "By 2025, over 200 million people across China will start using mobile internet for the first time, reducing the unconnected to less than 20% of the population." This presents an opportunity for the mobile sector, which is the first industry to have committed fully to the UN Sustainable Development Goals (SDGs), "to have have substantial positive effects on lives and livelihoods, with tangible results."

The report adds that according to GSMA's 2020 Mobile Industry Impact Report: Sustainable Development Goals, the mobile "sector has made particularly strong contributions in mainland China in 2020 on SDGs 6 (Clean Water and Sanitation), 7 (Affordable and Clean Energy) and 4 (Quality Education). Further, the country scores highest in SDGs 9 (Industry, Innovation and Infrastructure), 6 and 7."

On the topic of data protection and cross-border data flows, the report importantly explains that "Greater intra-regional and inter-regional alignment of data protection laws and a greater variety of mechanisms to facilitate cross-border data flows can boost the benefits expected from 5G, IoT and AI. Conversely, data localization or data sovereignty requirements to keep certain data in-country or to use local facilities can significantly hamper any such gains. This is particularly true for the proliferation of innovative IoT and industrial solutions that are critical to industrial digital transformation, which is being expedited by the pandemic."

Over the past several months, the Chinese government has imposed restrictions on sources of data in the name of protecting consumers. While I agree that companies should implement the most advanced tools to protect consumers' data, such restrictions could harm the benefits AI and IoT is trying to achieve through diverse data sources. Therefore, I support GSMA's assertion that:
Mobile operators and other players in the IoT ecosystem need common business models and technologies that can work anywhere in the world and regulatory frameworks that allow data to flow across borders to enable greater efficiencies and economies of scale. While the application of IoT business models, such as using data from sensors to provide new solutions and services, can lead to further gains for local businesses, these domestic gains can be improved by enhanced trade and investment across borders. Similarly, big data analytics and AI implementations depend heavily on the availability of data. While these may work within a country, particularly one the size of China, restricting the available sources of data may reduce diversity in the data and the value of insights learned from the data for greater regional economic growth.
Given the seriousness of this issue, I am including the report's concluding section in its entirety:
The GSMA has conducted evidence-based research that suggests that over half of the benefits from IoT would be lost if a country decided to implement localization restrictions. Specifically, data localization requirements can:
  • increase business costs through the need to duplicate expensive IT infrastructure, such as data centers
  • cut business efficiencies and competitive advantages by imposing restrictions on cross‑border data flows that hamper ICT companies and mobile operators, especially multinational operators, as they introduce new and better services across their footprint
  • reduce choice for businesses, communities and individuals, who will have access to more limited and lower-quality apps and services delivered from a smaller pool of domestic providers.
In effect, data localization requirements can weaken the business case for adopting IoT, even for the most profitable multinationals. Furthermore, increased costs from data localization requirements can result in suppressed economic activity across the entire economy, with negative impacts not just in GDP growth, but also trade flows, employment and investment.

China Will Seek to Enhance Relations with Africa in 2021 and Beyond, Says EIU Report

In a report that explores the evolving relationship between Africa and China, The Economist Intelligence Unit says relations between the two "have been tested by the impact of the Covid-19 pandemic that spread across the continent in 2020. Disruption to national and international travel, trade and investment caused a synchronized downturn in all but a few economies in Africa. However, the Chinese government and some Chinese companies are making shrewd moves to build goodwill in the region, protect their strategic interests and set the foundation for stronger commercial engagement in the years ahead."

Titled Taming the dragon: new frontiers of co-operation, below are the report's key findings:
  • China will seek to enhance relations with Africa in 2021 and beyond, with a fresh focus on agriculture, environmental issues, the digital economy, healthcare provision, industrial capacity, regional connectivity and free trade and national security;
  • The Belt and Road Initiative (BRI) will continue to drive international connectivity with major developments in the pipeline to enhance trade facilitating infrastructure;
  • Enhancing food security is high up the list of policy priorities in both Africa and China. Engagement in African agricultural ventures increasingly characterized by corporate mergers, acquisitions and joint ventures involving private companies;
  • Digital expansion will be boosted by the completion of a cross-border fiber-optic cable in Pakistan, forming the backbone of China's Digital Silk Road; and
  • China will seek to engage in more bilateral and collective free-trade deals, presenting the potential starting point for more in-depth trade and investment ties.

"China has worked hard to establish a solid footprint across Africa through years of high-level political engagement and the provision of access to much-needed project finance and expertise," the report explains. "Chinese companies have delivered thousands of transport, power and telecommunications projects in Africa over the past two decades. China has also supported export-oriented industrial park developments and taken a dominant position in many African markets for products such as competitively priced consumer goods, building materials, plants and machinery, and electronic equipment."

Impressively, "The value of Chinese construction contracts in Africa has topped US$40bn every year since 2011 (surpassing US$50bn in 2014-17), and for years the number of Chinese workers in Africa has been close to 200,000 (although this slipped from a high of 264,000 at the end of 2015 to 183,000 at the end of 2019), according to the National Bureau of Statistics of China." The EIU further says that "[t]his level of expatriate staffing reflects extensive Chinese engagement in Africa—expertise that is required, given the scale and complexity of some Chinese ventures in Africa, employment conditions attached to Chinese loans and foreign direct investment (FDI), and loose expatriate employment regulations across much of Africa. Interestingly, recent leading information revealed that both Chinese and local firms operating in the construction and manufacturing sectors in Angola and Ethiopia tended to employ just as many Chinese workers as local ones, paid them similar amounts and trained them to similar standards."

"China is the region's single largest bilateral trader and provider of foreign capital in the form of commercial loans and FDI," the report notes. "Over the past two decades loans and FDI have been directed towards transport, power, extractives and telecoms projects, as have smaller but increasing amounts to manufacturing, finance, business services, and health and education." Furthermore, "Resource-rich countries, including Angola, Algeria, Democratic Republic of Congo (DRC), Egypt, Nigeria, South Africa and Zambia, have been major beneficiaries. Countries on the eastern seaboard, including Djibouti, Ethiopia, Kenya and Tanzania, have received finance for major industrial and transport-sector projects. The financial splurge looks likely to continue, although financial forays may be more selective and even more diverse in the years ahead, given Chinese financial exposure to some parts of Africa coupled with China's own evolving strategy and needs."


"An interesting feature of China's financial engagement in Africa is the primacy of loans extended to the region over FDI flows," according to The EIU. "This could suggest that Chinese companies have tended to be more risk averse when it comes to Africa and may have attempted to minimize operational risks linked to political and regulatory issues. However," as indicated in the chart above, "the gap appears to have narrowed in recent years, possibly suggesting that China has become more confident about a more hands-on and exposed approach to its engagement. Whether this is true—or will last, given the impact of Covid-19 on African financial stability—remains to be seen."

On the topic of free trade and industrial development, "A new feature of Africa's evolving commercial relations with China could well be the emergence of more bilateral and collective free-trade deals. Mauritius became the first African state to launch a bilateral trade deal with China when a free-trade agreement (FTA) between the two countries came into effect in January, marking the first step in a potentially new direction for Sino-African relations in which Mauritius could well act as a catalyst and template for other free-trade deals in Africa. Currently, 13 African countries (Algeria, Tunisia, Egypt, Sudan, Ethiopia, Uganda, Nigeria, Zambia, Zimbabwe, Botswana, South Africa, Seychelles and Mauritius) have bilateral investment treaties with China, which could morph into more comprehensive trade and investment agreements in the years ahead." As illustrated in the image on the left, "China has also developed industrial parks and free-trade zones in a wider range of African countries, as well as an evolving network of special economic zones across Africa, which present the potential starting point for more in-depth trade and investment ties."

"In addition to this," the reports says:
China has expressed support for pan-African and sub-regional free-trade arrangements that seek to build larger markets and more integrated supply chains on the continent For instance, China is supportive of the enormous African Continental Free Trade Area (AfCFTA) agreement, which began its initial implementation phase in January. China considers the AfCFTA and other smaller sub-regional agreements as 'win-win' situations, at least in the short to medium term. These FTAs necessitate infrastructure development and industrial know-how (including more and better highways, railways, seaports and airport infrastructure) and industrial know-how, which are areas where China excels on the continent. However, regional FTAs could create competition for Chinese manufactured products in the longer term. A clearer picture will emerge surrounding the impact on Sino African relations of the AfCFTA and other regional FTAs once rules of origin are better established for the provision of African goods and at what level external tariffs are set for Chinese imports. At present, China does not appear overly concerned and is more eager to exploit the opportunities that Africa's regional FTAs look set to create.
Regarding telecommunications and the Digital Silk Road, The EIU points out that "China dominates the market for smartphones and feature phones (traditional-style push-button mobile phones) in Africa, and this is unlikely to change soon. Chinese companies offer affordable prices and tailored products to African markets that provide a clear competitive edge."


"Transsion and Huawei, together with Xiaomi, Oppo and a few other minor players," as reflected in the chart above, "provide more than two-thirds of registered smartphones and an even larger share of feature phones in Africa. A dominant and expanding handset presence is just one part of China's strategy for the telecoms sector in Africa, which has and will continue to drive the rapid spread of mobile data and voice services across the region."

The report further asserts that "Even more crucial to China's future engagement in the telecoms sector in Africa, and a key pillar of its broader commercial strategy, is control over existing hardware and the rollout of next generation technology. Chinese companies including Huawei, ZTE and China Telecom are major providers of backbone and last-mile technology in Africa with an eye on wider rollout of mobile and fixed-line infrastructure. Huawei may have been excluded from key telecoms infrastructure contracts in North America and Europe, but the company has deep roots in Africa that provide it with a solid and seemingly irreversible foothold to pursue expansion plans in the region."

What is more, "Information and communications technology (ICT) services could receive a boost in 2021, as China will soon lay the final stretch of a cross-border fiber-optic cable in Pakistan that forms the backbone of its Digital Silk Road and will support China's digital expansion across Africa." As illustrated in the image on the left, "The cable will connect to the submarine PEACE cable in the Arabian Sea that links to various entry points in Africa, providing countries participating in the BRI with enhanced access to the Chinese tech sector while reducing reliance on western-developed and controlled cable services. Data centers, smart cities, 4G expansion and possible 5G introduction are on the menu and will help to shape Chinese involvement in telecoms and other business areas across Africa in the years ahead."

The report, however, notes bumps in Sino-African relations lie ahead:
Concerns have escalated over the past twelve months regarding African debt exposure to China the potential loss of sovereignty over strategic assets and resources following failure to make payments. However, China has proved reasonably flexible in postponing and restructuring debt repayments so far in countries such as Angola, Ethiopia, Kenya and Zambia. In the case of Kenya, in January the government secured a six-month debt-repayment holiday worth around US$245m, although China had taken a tough stance; the potential for a debt for asset swap with regards to the Port of Mombasa port looked a real possibility until fairly recently. To date, China has signed debt service suspension agreements with a total of 12 African states and has provided waivers of matured interest-free loans for 15 African states under the G20 Debt Service Suspension Initiative, and more could follow. However, Africa's current financial difficulties are not easily solved, and debt restructuring has largely kicked the problem down the line in the hope that economic conditions improve and financial strains ease. 
My colleagues in Africa concur with The EIU's assertion that "Anti-Chinese sentiment within some African populations is simmering below the surface, with citizens resentful of Chinese economic influence and the lack of higher-value job creation for locals associated with some Chinese investments." The report adds that "[t]here is a perception that ruling elites in Africa are complicit in Chinese predation of national resources and the displacement of African workers and products by Chinese substitutes. Whether or not these feelings are justified, the developments of 2020 increased tensions and elicited a response from China to appease its critics. For instance, the trip to Nigeria [this past January by Wang Yi], the Chinese foreign minister, incorporated efforts to smooth relations that had frayed following reports of Africans being targeted for Covid-19 testing and forced quarantine in Guangzhou, China. These sentiments will be hard to shake off, and further outreach efforts should be expected to help pave the way for future trade and investment."

Business leaders and investors looking at opportunities in Africa may find value of the report's concluding paragraphs:
China is on a new geopolitical and economic drive in Africa, and countries across the region stand to benefit substantially from Chinese interest in the region in terms of industrial and technological development, regional and international connectivity, and global value-chain integration in the years ahead. Currently, Africa remains receptive to Chinese engagement, recognizes the benefits that could accrue, and is actively seeking Chinese economic support, which bodes well for Sino-African relations. However, securing Chinese commitments is not a given, and achieving the best possible deal will require that African governments and companies hone their bargaining skills and fully value what they have to offer.
The direction of travel appears to be setting the foundations for an increasingly busy two-way street between Africa and China. This will undoubtedly throw up challenges for corporations from Africa and those based elsewhere in North America, Europe, the Middle East and other parts of Asia. However, evolving Sino-African relations will create more and new business opportunities that can be exploited by non-Chinese entities. Chinese companies will consolidate their presence in the region but do not have exclusivity to trade-facilitating infrastructure, industrial parks, power-generation sites, IT infrastructure, or consumer markets—whether or not they have helped to build or finance these.
I have witnessed the increased engagement of Chinese businesses in Africa over the past several years. While the FDI is greatly needed, particularly for those African countries possessing an abundance of natural resources, there has been negative outcomes including the use of Chinese workers rather people from local cities and villages, corruption resulting from weak government institutions and opaque contracts with Chinese firms, and unsafe working conditions and environmental degradation. I have also seen a rising number inexpensive goods and crafts manufactured in China dumped in local markets throughout Africa, which makes it difficult for local manufacturers to sell their products.

With respect to the continent's digital economy, many tech services require an operating license granted by a government agency. I have seen local entrepreneurs being denied a license in favor of a competing company from China. A friend from Ethiopia once asked for my opinion about launching a fintech company based in the country's capital of Addis Ababa. While I agreed that there are few companies operating in this sector, I advised him that he should be mindful of Chinese companies deploying similar services in the country and throughout the east Africa region.

These challenges notwithstanding, the African continent possesses as large youthful population and a (slowly) rising middle class looking for more sophisticated consumer products and technology services. What is more, African businesses understand they will need to invest in tech services in order to better compete with their domestic competitors and access export markets oceans away.

Is it a better investment to support a local African company or a larger Chinese corporation that has robust plans for entering the African economy? I see pros and cons for either, but perhaps "both" is the best answer. What do you think?
